This Constitution Day, IWF NorCal member and Supreme Court observer Barbara B. Creed and retired Ninth Circuit Judge Stephen Trott will discuss the history of the U.S. Constitution and why it has been amended so infrequently. Then they will explore two aspects of the Constitution – one that has not changed over the years (the Electoral College) and one that has changed dramatically (the power of the executive branch).

Speaker Bios: 

Barbara B. Creed is a founding member and past president of IWF NorCal. Barbara has been giving programs on the U.S. Supreme Court for over ten years. Before her retirement Barbara practiced law in San Francisco for over 40 years, specializing in employee benefits. In 2018 she completed a term as chair of the board of trustees of the Church Pension Fund, a $12B diversified financial services organization providing pensions, health coverage and other benefits to clergy and lay employees of the Episcopal Church in the United States, certain countries in Central and South America, the Caribbean and Liberia. 

Steve Trott is a Senior Circuit Judge of the U,.S. Court of Appeals for the Ninth Circuit, appointed by President Reagan in 1988. Before going on the bench, Steve was U.S. Attorney for the Central District of California (1981-83), assistant Attorney General for the Justice Department Criminal Division (1983-86), and Associate Attorney General (1986-88).
